This is a Parker Insignia twist-action ballpoint pen.
It has a black vertical grid pattern.
The ink comes out, but the remaining amount is unknown, so please be aware of this.
The item is in relatively good condition, but there is some dullness on the gold parts, such as the clip and pen tip. The pen tail may have a slightly stronger feeling of scratches.
