Brand new with tags. Upwest was a brand that was owned by Express, and they recently filed for bankruptcy. I found the brand at their store in New York and love it. In my opinion, their quality is better than the Express brand.
I am a size 30/31 in the pictures where I am wearing them. These are stretchy so they can fit probably size 8 to 12.
