This is a blue Little Tikes Hippo "Glow 'n Speak" Flashlight. It does NOT include batteries but I put batteries in and tested it and the flashlight worked but the volume was low on the sounds (I could hear the sounds but they don't seem to be as loud as they should be). It needs 2 "C" batteries.
There is also a good amount of discoloration as you can see in the photos.
