This is a sheet of Temporary tattoos from the 90s. It was with actual stamps from 1994-1996, so it's somewhere that old.
It looks like they're all in tact and still protected by it's original clear plastic film.
These were sold by Usps.
The back of the card says "Sure, you could go around with your favorite stamps stuck on your arm. But they're really not made to stick to skin. (And besides, did you hear about the kid from Fargo, ND who tried to mail himself to Florida? Turns out there wasn't enough room on his body for all the postage, so he was Returned To Sender.)
